1.8 meters is about right for ku band.
Yes. You can get c band with a 1.8 meter or smaller dish. I have used a 1.2 meter dish for c band tests. The smallest diameter I would suggest for c band is 7.5 feet or about 2.3 meters. 3 meters and up will give you most of what is supposed to be available.

I have used a 1.8m dish on c band in the past with adequate results, unfortunately those tougher tp will not scan in. I would suggest a 3m dish(10') for c band.

I'm using a 2.3 meter dish and it works ok but there are a number of transponders I can't pull so I'd go bigger if you can.
Optibox Anaconda, X2, OpenBox-S9, CS8000 and 2 X CW700S, 7 1/2' Perfect Ten scanning 55W to 139W C Band and a 39" Q-Sat scanning 30W to 125W Ku Band
