E2Skinner is a portable Windows program that allows you to edit the interface elements--or skins--used in an Enigma2 image. More information can be found at the project's website and the All About Dreambox wiki.
Skin folders can be found in usr/local/share/enigma2 and should be placed in the skins folder contained within the e2skinner program folder for editing.
